PWL is legal within the rules of the game. At least now, JM probably did something right, and offered a legal alternative to botting. The more players do it, the less players will resort to bots. Less money spent on bots. Less business for bot developers. Less income to them.

Here my 2 cents.
If someone wants to power level someone, then there is nothing wrong with that. I have been power leveled a fair bit by my guild mates and union mates. I never ask them to power level me, they have always offered to do it, because they were either bored or just wanted a break from normal leveling. I sit there on my horse, chatting away, and they kill a few things and chat back. As long as they don't mind doing it, then i fail to see the problem with it.
Now botting is a completely different issue. Sure the result is the same, but botting will require a 3rd party program to achieve it. Botting is clearly against the TOS of Joymax, thus making it illegal as far as this game is concerned.
Now to relate the two issues is pointless and unjustified. Like a post a few post above said, you can't compare walking and flying, even if they do achieve the same result. Since they are two different things with different outcomes and affects calling them the same thing is ridiculous. Same rule applies to botting and power leveling.
Now lets bring up another issue, people botting whilst power leveling. Now this is botting, clearly enough. This is an illegal act on part of the powerlevlee for breaking the TOS. Though its better than botting. By this i will explain to you a simple situation. Player 1 is lvl 40. He is really sick of being a low level and being ks'd and is considering botting. Player 2 is lvl 70 and already bots and is good mates with Player 1. To help Player 1 level, Player 2 decided to power level him with his bot to lvl 60. By doing so, it has kept Player 1 legit, and allowed him to not resort to botting in his gaming career. Now, although this act does require 1 bot, in the end it saves a player from becoming a bot, which is a positive thing in thine. eyes.
