Granting additional abilities to mercs

Hi,
i was wondering what happened to the the mercenary ability upgrade that was available back in the day at 70cap, its the second time for me to master a lv5 guild but now i can't seem to find that. o.O Do i have to be higher level or somethin to unlock it ? Cause now master char is lv 2x (euro)

would be sweet if they added permanent zerk ability for 1m

if i am not mistaken, euro char cannot use merc?

there is euro mercs...they look cool
