Why 3rd book of LS lvl 1 do less Damage than 1st Nuke lvl 9

3rd book of lion shout lvl 1= magical damage = 272~504
1st book of lightning nuke lvl 9 = mag damage= 226~420

but still LionShout's damage is less than 1st nuke lvl 9 nuke

Even for Pure INT's

Can someone explain it please.

i believe it has to do with the % number next to theatk powers. not 100% on how it affects tho.

becouse thunderbolt have 250% dmg incrase and lion shout only 100%
