Some get banned, i know a level 80 made it to the ban list lately in greece, but after two days she was seen stalling in town and up until now, i still can read her shouts in the town, buying STr tabs. I dunno if JM really bans the account or just the IGN.
I came to think about the botters in taklamakan where all packed up in crowded hours, if JM really ban these people, 70-80% of the population in greece will be lost and most of these are silk costumers. JM will probably lost some more profit from these so-called costumers by banning.

At first glance it seems like a great idea. But just imagine the uproar if a whole college campus of 100,000 students (maybe 10+ of them playing SRO), and only one of them botting, everyone would get perma-banned.

PLUS its very easy to change your IP, many cable companies provide dynamic IP addresses meaning your IP changes every time your router reboots, so would make the ban useless.

it takes 10 seconds or less to change IP and IP banning will result to banning an innocent gamer....
