Not always... in some very rare instances, 30% and 10% might be of the same value.
If you had a completely, unalchemized, non-blue weapon, that you wanted to pimp out, and that you're starting from scratch... you just want to add blues and change all the stats... if something assimilated, chances are that it would be a good assimilation.
However, when you start to get stats that you don't want to change, switch over to 10% stones.
