what is an in game hex editor?
was told it's an unofficial GM but I think it's BS. is it true or not.
If it isn't broke, mess with it till it is.

A hex editor is simple an app for viewing/modifying binary files. Technically you can also edit any other file like txt. I used one quite often when I used to hack on old emulation roms and save games. I currently use one from time to time when working with binary data, such as viewing output binary files and dumps to find out what bytes I'm looking for when programming in C.
In short, it is just an app used for a lot of things, not just for pk2 editing. What you were told was likely someone describing they modify the running game in memory with an app that displays the memory as hex, probably for the purpose of hacking the running code.
FYI, hex is merely an easier way of viewing binary code. It is a base 16 number set of 0-9 A-F. This means that the letter A represents the number 10, B == 11, etc. This works well with binary because it is a base 2 number system, and a binary byte in a current PC can be summarized with a set of two hex numbers (such as FF) for a total of 255, which just happens to be the number that 1111 1111 represents in binary. In short, it is easier to read binary that has been translated to hex than to read straight binary.
