yep, but i don't know what level casque you're talking about, sorry.

mobs can drop anything.

1: wait for a drop--can take forever or ur first kill
2: buy one from another player

the chances of a mob dropping what you want is pretty low, so i suggest you just buy one...

casques are just for looks, its not any better than a crown, they have the same base stats one is just visible on the character model the other isnt, so just buy whichever one you see first. If its that important to you to get a casque, good luck finding it then
