isro is only banning Korean, taiwan, chinese and japanese ip's
Lately they also added vietnam.

This is due the reason that they have their own sro, and probably a better one aswell.

Banned cheaters only get a permanent account block (100 years basicly) nothing else is applied to their ban.

They really didn't ban countries. From what I hear, they only prevent certain countries from making new accounts. So VN players who already have accounts can still play, but they can't make new accounts with a VN IP.

Am I right?
