then why would the gm say a notice that only female dragon flags and male special ident cards are being given out by that chick

What it actually said is you could only get Female Red Trader Flags (1 mil Version) Not males,
And only male versions of Black Thief Suit and Special Identity Card (1 mil versions) could be recieved.
This means update within next 24 hours I would guess

Exactly, so there is a difference between Dragon Flag and Red Flags ^^

here is stuff from event so far:

-jewery boxes

-gold

-scrolls:Return/special return/hp / mp / trigger/ hit / doge/ moving/ monster summon

-global chat

- female red flag/ male devil suit/ male spec hunter/ male dragon flag/ male gold dragon flag/ female dragon flag

dragon flags are either 2int/2str or 2hp/mp

fill me if i missed any. and i heard they are fixin some stuff.

Well, this is one of the things they're planning to fix. The female dragon flags were also supposed to be 2int/2str; not 2hp/2mp. There was a GM message online about this being fixed soon.

Btw, do these flags act like the santa stuff or are they trader flags?

They like the santa stuff. The Dragon flags have nothing to do with the jobs or anything.
