We found out that:
The exploiters on server Norma didn't compromised Joymax database.
They also didn't compromised any GM account.
The D20 Legend is registered on Joymax Database as a D13 Legend Weapon.
It Raw Item Degree value is 39 which is the section for D13 Legend

The GM item are registered as D7 sun item section.
Both D20 staff and GM item were exploit from pop npc, nothing more.
The exploit was blocked at the last inspection by disabling the pop npc exchange.
This is what a D20 legend staff look like for curious people:
{SN_ITEM_EU_TSTAFF_20_C_RARE} (+12)
Legend
Degree: 13 degrees
Mag. atk. pwr. 58,550.6 ~ 68,375.6 (+100%)
Durability 173 (+100%)

Attack rate 387 (+100%)
Critical 2 (+0%)
Mag. reinforce 3,685.9 ~ 4,504.9 (+100%)

Joymax need to prevent their pop npc exchange from allowing to trade
item into GM item and remove the D20 staff registered in the D13 section.
A special thank to both kankorezis and MiLky_ who helped getting to this conclusion.
