Is there a legit way to open 2 isro accounts using only 1 pc .

Nope there is not. Unless you can manage to run two separate OS at the same time (kinda like running Windows on a mac. Then it should be possible. but in general, no you can't.

It is possible!
1. Make 2 user accounts on your windows
2. launch 1 char on 1 user
3. switch between user
4. launch 1 char on 2nd user

Another way
1. Run 1 char on your pc
2. Run 1 char on a virtual box (vmware or something)

Another way
1. Get a VPS
2. run char on ur pc and on vps

vps = virtual private server
