this quest Broken paddle

i know that i need to finish Leegak's Grudge quest first which i already did
so what's wrong?

Maybe it is the quest that can only be taken by 5 players daily 
So in the first week in college i went with jeans and the pajama's shirt. Didn't notice what i was wearing till after i returned home.

It is a quest at hotan but i can't remember the name of it , not sure if it is the one you are asking for though.
