Event mini-uniques. There are lv 20, 24, 30, 40, 60, 80, 90 and lv 100. So that's why there is a lot of kill notices of this unique. Also I think it have high spawn rate during X mins, or at an specific hour.
Only thing I can say is this never spawn in the same spot, because on the PK2 doesn't appear his spawn coords.
