Why I can't take this Farking quest???

I am lvl 49 but I can't take this quest,the NPC doesn't give me the chance to "talk to this person" so I cant take de quest...I've done all the quests before,but this quest desn't have a link quest...so...what is happening here??

NPC: south gateway of hotan guard name Batu
collect 225 fingernails of mujigis
not repeated quest
reward: 1,075,000 exp

Hmm isn't that a quest that can only start when it is "night"? It has been 2 years ago since I did that quest but just try it again in about an hour. I'm pretty sure you can only start the quest when it is night.
