Problem with a lot of the legit power levelers is a lot of them think they own the place, KSing everything and everyone in sight. Some of them try and work so fast at killing, they pay no attention to the fact that others are in the area trying to grind.
Some of them go even further and try to purposely KS you to get you to leave the area so they can plvl their noob. Some lvl 64+ glaiver tried to do that to me once at the mujigis (on my Venice blader). He kept attacking everything my party was attacking, especially giants. So, I just kept KDing the giants over and over. My party couldn't help kill, but neither could the glaiver. He ran away eventually.

Edit: I think at least if you're going to power level someone, at least have the decency to do it in a somewhat secluded area. Sure, you'll get a little slower spawn rate, but the party mobs will still come especially if you have a full party. Don't be greedy.
