Yea this seems to happen at least once a year, where the Uniques have close to 0 respawn time for no apparent reason, maybe they should keep the monkey in the damn cage.

Never happened to me but really there was a day when I was waiting bosses and thought cant they bug and spawn a few minutes after they are killed ... So its true, theres such a bug and Im really shocked

Last time it spawned the unique and then after it was killed it would instantly respawn again, looking at your screenshot it looks like he keeps spawning again and again as there are more then 1.

its happens at times... I remember on troy when TG spawn like 40x uru 30x isy 20x lord 5x (just guessing) its actually fun, you have almost the entire server all over the spawn spots, huge gathering everywhere, similar to fort war.
