But to the point.
It is not very rare on lvl 1 itmes to have 100% stats, since there are only like 3 options (0%, 50% or 100% for example)
Then the chance is 33% which is pretty big for 100%

There's a sun+11 lvl 1 glaive with 100% whites in kSRO.
