how can i make account without my country in that list ?

Don't think you can make an account then...

Using proxy and changing your IP address would do the work, but than again you would go against their TOS and violate the rules which will just lead to an account suspencion(Of cource if they will find that you are cheating)
Anyways sooner or later when you have money on paypal account they request you to confirm the account with visa , otherwise it gets frozzen and you will never get your money back , so think about it again..

Why would they randomly ask you to confirm your account with VISA?
Basically, if Egypt isn't on the list, its not there because it can't be used in Egypt. I'm sure you could sign up saying you were from the US. But you wouldn't be able to verify your account.

I read somewhere that Paypal doesnt support Egypt because of the massive CCF that goes there.

In general it's just a non supported country atm.
