That happens when either SRF's server or your internet connection temporarily screws up and decides not to load the images. Then the template looks really messed.

No no. Thats what happens when the CSS fails to load. It usually happens as Cin said when your internet is slow, as it just loads what it needs to, the CSS is not necessary to have a functioning page, as all text links are still present.

That might be the case indeed. Sometimes, I get a similar problem with youtube. At first it tells me the video is unavailable, and when I refresh the page, it pops up exactly the way the topic starter's picture looks like.

This man is correct. The CSS is linked to in either HTML or php, if your connection is slow, or sometimes non existant, the link can be failed/forgotten to properly load, resulting in a page with the layout it would have without your stylesheets.
