Yes it is, I work in the security for a while already so I need to know most laws.

Arresting is just another word for taking away your freedom.
Taking away your freedom is iligal.
Most of the time this law isn't be used couse most people dont know it but when a policeman (or security guy) arrest you, you can always arrest him either.
Too bad mostly the policeman arrest you for something really illigal so the judge wont give him a punishment then (while you will ).
But if he arrest you becouse he thinks you have stolen something (while you havent) you can arrest him instead and the judge will give him a punishment (like a ticked /3 months not working/things like that)
