"Bra-top" "Daytime Dress" "Bikini Cover" were search terms that occured to me (I've got sisters) as I looked but didn't find.
It's a long sleeved cowl neck top, I'll ask my step daughter, if I remember, she works in women's fashion and should know.

It's a swimcover or a swimsuit cover, or as grampa said, bikini cover.
If you want to buy a nice one, I recommend going to a Macy's or Dillard's or something, but they'll probably be overpriced. American Eagle and Hollister have overpriced pieces of shit, as usual, but you can sometimes find one there (I wouldn't recommend buying one there though, but if you like the particular one that you posted, you could probably find that for like $45 at one of those stores. However, if you were to go to a different place, you could find a nicer one for $30).
