"Louder and louder" sounds like you may be referring to the CPU fan, which, if the bearings are failing, will slow down, thus allowing the CPU to overheat.

You can identify which fan it is...just open the case, power on the system and hit Pause so it sits at the bios screen, identify the CPU fan, carefully put your finger on the center of the fan so that it stops spinning. When it does so, if the noise stops, your CPU fan is the problem. Replace it.

The above assumes you don't have a Dell or something with a heatsink. It could be a case fan as well, running it with the side off would temporarily relieve the problem.

Wouldn't that cause damage?

It shouldn't, as long as the case is capable of running with the side off. Some cases/BIOS detect chassis intrusion and won't boot. In the summertime when my computer room gets above 80, I run with the side of the case removed.

Of course if the room temperature is higher than the internal case temperature, removing the side of the PC won't make any difference.

figured out the thing that was malfunctioning, it was the processor fan, it was coated with too much dust, thanks for giving me your input though :D

Sounds like dust build up to me, fans getting louder cause its running faster. Get some canned air and clean out every single heatsink fin. and underneath the fan.

QFT, 60 is normal for load and 35 is normal for idle. It's not uncommon for a CPU to get up to 70-75C in the summer. If you want to lower it then try dusting out the inside and maybe reapplying thermal paste to the CPU.
