Ok so the past few weeks my dog has been really wet and i never knew how he got all wet and i was doing some coursework and i heard a slash and i go outside and my neirbour had a hose on my dog. I just said WTF! and told him to F%$k off, do you think i should like call the police or something or maybe hose his dog?

If he was on his property its yours fault. If hes on yours im sure you may be able to do anything but a water hose in the side isn't animal abuse. here if a stray comes causing trouble, gets rubber shot.
