cabal a good game?

Does anyone know anything about the game cabal? is it free? and can a dell xps 400 run it? and are there tons of gold bots like in sro?

well these are all nice but i still dont know if the game is free. and if my dell xps 400 can handle it. and im not shore what build to make. opinions would be nice..
