Safe Mode solves all. Just go into safe mode and system restore. If that doesnt work, you run out of ideas and its as bad as you say it is, there is no choice but to re-install windows.

not all.
my laptop crashed some time ago. computer store put a new harddisk in it, and they put
a windows on it (which i didnt ask for). that was windows home edition. i put one a windows
xp font, to simulate vista graphics, which killed my laptop. took me like an hour to kill it.
i couldnt get into taskmgr. not in normal mode nor in safe mode, it would just exit any program
i started.
anywho, i didnt really mind since i was planning on putting xp pro back on anyways.. but shows
safe mode does not fix all

It has solved 99% of all my problems with this laptop. I couldnt understand what your problem exactly was, but I know that safe mode doesnt solve one thing: the
BLUE SCREEN OF DEATH

BSOD's are an integral part of windows, they are not an error, not a bug, just a little piece of code made to totally screw people over.

The worst bsod I ran into was a couple years back-spent 5 hours trying to fix it. Hated windows and netgear (modem that I use-router had gone bad and caused the problem) after that.

Hate to be the one to tell you this, but you've got a virus on your machine. The college I work at had this one come through here about a month ago. It disables your access to task manager, and anything else that will let you get into edit administrator type stuff. If you check your antivirus probably isn't running either, the icon might be in the system tray, but it's probably disabled if you try and go into it. If you try and run regedit, you'll probably get the same thing. I know we had a tough time getting rid of it here because it copies itself though shared files. Too be honest I don't remember how we got rid of it, I wasn't really part of that team. I'll look for it thought.

I've had this virus attack before. It's a virus that originated from Vietnam called, the "Gai Xinh" virus which spreads by spamming messages over Yahoo! messenger. There was totally no way I could get rid of it so I used System Restore Point. This only works if the virus has only recently got into your system. If it's been there for a while, the virus might have already copied itself into the system restore archive files. I suggest you do NOT plug in any USB flash drive or that will get infected as well.
This may help:
To fix the problem, you must manually delete the "Messenger" directory on your C: drive (default), then reinstall the Yahoo! Messenger application.
All archives will be deleted if they are not copied. Copy them like this:
Close Yahoo! Messenger (if it is currently running).
Go to your Desktop and double-click "My Computer."
Select the "C:" drive.
Go to: C:\Program Files\Yahoo!\Messenger\Profiles
Your "Profiles" folder contains your complete Message Archive. Copy it to the a different folder on your computer and save..
Now you can DELETE the Yahoo Messenger by deleting the directory:
Close the Yahoo! Messenger application if you currently have it running. Make sure all instances of Internet Explorer are closed.
Go to your desktop and double-click "My Computer."
Click the "C:" drive.
Go to C:\Program Files\Yahoo!
Highlight the Yahoo! Messenger folder and press the Delete key on your keyboard.
TO INSTALL:
Close all running applications except for your Internet browser.
Click the link below to download Yahoo Messenger
http://messenger.yahoo.com/webmessengerp...
Click the "Download Now" button.
Double-click the Yahoo Messenger executable once the download completes to begin the installation process.
COPY MESSAGE ARCHIVE
Go to your Desktop and double-click "My Computer."
Select the "C:" drive.
Go to: C:\Program Files\Yahoo!\Messenger\Profiles
Your "Profiles" folder contains your complete Message Archive. Drag it to the New Yahoo Messenger folder .= Yahoo\Messenger\Profiles.
Also you must find SSCVIHOST.exe and delete it. Be careful you don't click any icon that looks like a folder when It's actually a exe file. That is part of the Gai Xinh virus. Just simply delete it. You can tell It's a fake if you hover your cursor on top of the icon and it says, "File Version: 3.2.blahblah" instead of displaying contents of the folder. So examine all your folders especially in any USB drive you have plugged in.
Since you don't have the Task Manager, download HiJackThis off of trend micro. It is an alternative to your task manager. Make sure you can kill any suspicious processes through HiJackThis then delete anything that could not be deleted before.
Read here for more info:
http://seclists.org/isn/2006/Apr/0046.htmlI'll get more into detail once I come back form school.

Master_Mind hate to be the one to tell you this but....nah, just kidding. Yours is an easy fix, if you just double click the border of the task manager window, that should bring back the bigger border that has menu bar that will let you close taskmanager.
@Rakion, sorry that you have to format, I checked with our guys here and they way they got rid of it was they wrote a script to take it out specific to our network after doing the boot into safe mode and wiping out files on the servers. The script isn't going to be very helpful for your situation unfortunately.
