Car crash

Today was first day of school. I was getting ready to go and take the bus (taking the bus here is very common for us not-so-wealthy students
).
It was getting late so my mother offered me a ride (she had a medical appontment anyway so she could drop me in school on the way there). When we were at some boulevard in a strange turn, she slowed down and suddenly we felt that something hit the car from behind. Luckily it wasn't too hard.
When we got down, the other driver was already checking the damage. He said he got distracted a second and didn't see our car slowing down. After that (he seemed to be in a hurry) he quickly offered my mother money to get the car fixed (the damage was minimal). We were on a hurry too so she was about to accept the money but a police came and said we should wait for another officer to come. A minute later or so, the other policeman came and saw the damage. Both drivers told him that they had settled the matter and he would give my mother the money for the repair, however, the officer said he needed to contact a superior (someone with a higher rank, i'm not sure what word to use hehe).
So we ended up waiting like 10-15 minutes for the other officer to come to do the report and the paperwork. He just started to copy the information of both drivers on a notebook and he allowed us to go after that, asking if they had an agreement already.
So... that was it, faster than i would thought.
Fortunately, i only hit my knee, nothing worse. I'm really tired right now and it's a bit late so i'm off for tonight.
P.D. What surprised me of this, is that, when the third policeman came, his partner got a weapon off the car (not sure why he did). What impressed me the most is that the thing looked like an M16. I was shocked that he would take that kind of weapon out considering the situation (it seemed that he only got it out just to not leave it inside the car).
