Hmm.. maybe try configuration screen --> design and themes (or something similar, my XP isn't English) --> folder options --> Second tab from the left --> Restore all folders or something
If that doesn't work I wouldn't know how to get it back

didnt work....
but then i got pissed that it didnt worked and press random buttons really hard on the keyboard and it went back....i will never understand how this solved it but atleast i got it back

Click the little square icon on the far right hand corner. You might want to close all the other programs running before you do it by hitting ctrl+alt+del and ending task on all the other BS.
When you maximize a screen you enable its menus and bars.

Since most of the toolbar options are redundant anyway, I wouldn't worry too much.
