Lets say if a girl is at a party and has a boyfriend who is not there and she ends up holding hands and cuddling with a guy (not BF).. nothing else except all over him is that cheating

Maybe you should ask the girl's boyfriend lol. I'm sure his opinion is what really matters.

To be honest. If shes the one with the BF its her choice is she does something, shes the one in the relationship, shes the one with the responsibility. However, its also the intention that matters, so if she was cuddling with you so you could hook up, then yes it cheating, but if it was just in a friendly way, then its not.
