For a host, go to
https://x10hosting.com/They are free and last I remember, they have pretty fast services and good sized storage space.
As for forum templates, phpbb is what SRF uses. There are others, but I prefer phpbb because it's simple and is pretty common which makes trouble shooting and customization a breeze.

TY for your reply.
Well.. Tell you the truth i dont know anything about coding and dont want to deal with them either.
I dont want any custom domain name either. I just want a forum not a site with forum.

There are sites which gives only forum environment, I am looking for one of them but free one.

You don't need to know ANY coding to run a phpbb forum. Follow the steps. Extract files, upload via ftp etc. Nothing to it. phpbb is JUST a forum, not a site. You have to use a sub domain in your URL for any free hosting, or you have to pay for a domain.

yes and no. I had 0 experience the first time I made a forum and all I did was google phpbb and free hosting and I got simple info. The steps are literally setup account on free hosting(i used x10), upload files(easiest with ftp client(free)), create database(click the option to), go to your homepage(webpage, not the hosting control panel), setup config. Done. The instructions are new user friendly so someone with 0 experience can do it with no problem. The best way to learn is do it yourself, which in this case a premade forum engine and a hosting service that provides mysql db services makes it super easy.
