It sounds retarded....but on the other hand who knows what sorts of experiments are being carried out behind the scenes....We've already got technology to induce rain (cloud seeding) and have played around with it.. How hard would it be to do the reverse.http://en.wikipedia.org/wiki/Cloud_seeding
