Isn't the connotation supposed to be a fixed value and not a variable? It can't rely on the connotation (pervert as a word always has a negative connotation) but it relies on the context.
Connotation is "In general Pervert, can be considered Negative." Like rape and murder always have a negative connotation. It's how we 'feel' about the word.

She might not be wearing the low cut top for your viewing pleasure. Instead, she might wear it because it is a hot day and that is one way to dress cooler for the weather... ventilation. Society dictates that she can't just take her shirt off, so it's the next best thing for her on a hot day.

I mean I get hot as well, but you don't see me showing half my breasts. I really don't think cooling of the boobs is gonna help more then just covering a bit above them.

If society was perfectly fine with women walking around topless, then members of that society wouldn't really see it as a sexual-related act (and therefore 'not ok') to look at her. If you ever watch some of those National Geographic shows that show these tribes in Africa with topless women, I don't think all of the men of those tribes spend all day staring at the women and drooling. It's just a part of who they are.

I guess I'm just kind of playing devils' advocate here. There could be plenty of reasons for her to dress that way. Maybe she has no money to afford clothes that fit properly, and that's all she owns. It can still be hard for people to 'not look', and hard for her to 'not be pissed' at them for looking.

it shouldnt be hard for her to not get pissed. if i walk around with my balls hanging out because im hot, people are going to look. dont dress a certain way and not expect certain reactions.
