I see nobody explained it clearly.
The mat she rolled up is a fake parking slot (completed with the white lines to make it look like a legitimate parking spot), the fake blue sign was there to indicate that it's a legitimate parking spot.
In other words, without all that shit she packed away, she would have been booked for parking illegally.
