They did that on Bang Goes the Theory (TV program in England), they strapped an action man doll and a camera to a helium baloon and it went into space. About 3 hours later it dropped, and using GPS (or some tracking device) they found the action man on top of a pub roof. You can probably find the clip on youtube.

and im pretty sure the camera had a gps tracking system on it. you would have plenty of time to follow it while it lands with that parachute.
