buying stuff on ebay/amazon

school is starting up and i planning to shop online for my textbooks, rather than getting ripped off by the school
who actually pays for shipping? assuming its the buyer who pays, how does the Amazon policy work:
say i buy 3 books, i have to pay: 3.95 + 3(1.95) = $9.8 for the shipment?
edit: still reading up ebay shipping policy
edit: is there anything i need to read up on to avoid scams?
