Is that bum that holds the sign and stares at Sally and Dan when they are walking down the street, Rorschach?

I thought that was him just standing there and they walked right past him but I didn't see him holding a sign and you only saw him from behind.

Before....when sally first comes to Dan when they are going to Hollis's you see the newspaper stand guy talking to this Bum holding a sign...and you also see him before at the Cemetery..sorry I didnt know you see him at the end of the movie im only halfway through haha Im just really curious
