I made this small tool. Type/paste a text to the edit box. Press Speak, the computer will read the texts for you.

Hotkey:
ESC = stop
Numpad + = increase speed
Numpad - = decrease speed

Looks like all you did was use TK to do wm title -text "Speak It" on Microsoft's Narrator... the icon's the same too... and change the buttons I guess.

The icon is extracted from the shell32.dll
To make a program like this you need to create a sapi.spvoice object -.-

yes but Narrator is awful

BTW, numpad + is to increase speak speed, numpad - is to decrease, ESC to stop
