I don't think so. The company that places the students gets grants from the state department in order to place the students, at least that's what I got from the article. So they have an incentive to place as many children as possible. I don't think the host family gets anything. I'm gonna take a wild guess and assume there's some kind of tax write off/government check involved for volunteering to "take care" of exchange students.
the other thing I got from the article is that it's the State Dept's responsibility to follow up on complaints, and they rarely do. Which I'm guessing is why social services gets involved.
