As a Washington state resident, it isn’t likely he’ll be legally allowed to collect rainwater any time soon. Recent efforts to get minor exceptions to the ban on rainwater harvesting in Washington and Utah failed.

Unbelievable.

This makes me want to collect rainwater. People seriously come up with the dumbest shit. Then again, maybe this is what local government officials do to kill time and distract people from the important issues in boring and shitty states like Colorado - dig around for some insane old "law" and drag it out of its paper grave. There are some pretty ridiculous laws passed in the past which people don't even pay attention to nowadays because they simply don't apply to our time. For example, there's one here in New York which tells people how long the stick used to beat the wife should be. There's even one in (IIRC) New Jersey which states that people have the right to fish.

How on earth can rain water belong to anyone? It comes down from the sky/clouds and just hits the earth, it doesn't matter where it lands it will just get soaked up by the earth or evaporate on concrete.
