Standing on the brinks of destruction
More terror and more torture
There is hope and prosperity for new construction
Without arms and legs, our voices may seem obsolete
With these voices, they cannot impede
But even in this pain, we find the faith to succeed
It may not happen today
It may not happen tomorrow
It may not ever happen
But our conviction is the only deciding factor that will bestow
The events
The actions
The movements for a new chapter
No boundaries for them to hold us back
And no wires for them to capture
All it takes is some vision to keep us on the track
Ever blinking second is an opportunity to make an impact
The limitations are set for us to react
The only way we can
Once all in set in motion for us to strike,
We can start at the same way we began.

It sounds like a criticism of how things are in the world today with the torture and terror at the beginning of your poem. It indicates a sense of powerlessness to change things, but then it becomes more motivational as if preparing soldiers for a battle to return things to how they were.
