On a related note, the NOAA says that "changes in surface temperature, rainfall, and sea level are largely irreversible for more than 1,000 years after carbon dioxide (CO2) emissions are completely stopped. "

It's based on Population. China has a huge population so even though their emitting more Co2 then the other countries it their massive population balances it out.

its per capita so its per person, which is stupid because a farmer living out in the west of china doesn't pollute at all. China pollutes the most anyway almost all the top 10 polluted cities are in china
