It's called Palmer Hydrosis, dunno if that's what your describing.
Hated it most when I had a GF.. holding her hand was the worst. Pretty bad in school too, or while playing a console game and swapping controllers around etc.

I tried stuff like chalk which worked well.. for a few minutes at least, lol. Apparently the only way to get rid of it is through surgery, in which they cut some nerves around your shoulder.

A friend of mine has this, he's claiming to get surgery. The insurance will cover it for him, so I suggest you look into it for you as well. It really sucks to have clammy hands all the time, and just like you said it also sucks to receive a controller from him when we're playing the PS or whatever.
