This skyscraper is actually being built. Each floor is arriving at the site prefabricated. The designers/developers are also planning to build others including one in NYC. The floors are on a cylindrical base that is wind powered making the building "Green". It is a very unique idea and I think will be a big hit for those who can afford to live there.
Anyone who's been on a boat knows that feeling you get after your on land again, where it feels like your still moving.
It's not too practical either, moving parts = weaker structure. Maybe one floor at the top is okay, but that their is overdoing it.

they're not retarted; they wouldn't pump billions of dollars into something they know will not be profitable.
all the sceptics said the Palm Island wouldn't be profitable, but they sold all the condo's within 48 hours.
It isn't profitable, that's why they are building more ridiculous stuff there to attract people going to Dubai. But no matter how green they are, I doubt they can change the scorching hot climate there.
