How about users of drugs have to take test frecuently to get a permission to buy. Those test would be of addiction, checking brain, and body in order to see if he can handle it. If he doesn't pass he doesnt get a paper, he doesnt have a paper and stores shouldn't sell to him.

Now you're gonna say how are we gonna pay for that system. Well they ARE gonna pay taxes, USE the money
