I am wondering if I should upgrade my comp specs because I want to play most of the newer games coming out and with my specs I have a hard time running league of Legends on very high could it just be my internet connection?

the only thing that seems faulty in there is the video card.
HD3400 doesnt sound like gaming card
get a 5770. the rest of your computer seems nicely over the top.
