Static IP with Web Hosting :\

I have RoadRunner net, and it has a static IP which always changes, and I'm going to be hosting my schools site from now on for free and I was wondering what I could do instead of someone always having to change the domain name to my ip? and btw wats the best free http/ftp hosting app out there?

Apache + PHP + MySQL(database if you have)

You can use No-IP for your IP changing problem or some other similar service. It has an app that updates your IP automatically everytime your IP changes, only problem it's a subdomain, or you could buy a domain, it's up to you
