Basically if one request information 12 years after an administration ends the current administration cannot withhold records by vetoing the request. FYI, Executive Orders are unConstitutional. It is the role of the legislative to make laws, and the role of the executive to enforce them. It seems he will be doing a lot by executive order. A king with his royal edicts; good repeal though.
