autocad need help

first is how do i make a circle with a radius i dunno tangent to a circle and a point

2nd question is how can i make something and make it that when i move stuff to a layer they all get like that ,like a layer with centers all yellow and dotted ,i want when i added stuff to that layer all of them get dotted and painted yellow

When drawing a circle it is best to use the pull down menu "Draw". From there you go to the Circle menu, where you have the choice of drawing circles from their radius, diameter, tangent etc.

Draw a line from the center of the circle, to the edge? =x I don't quite understand what you're talking about

try adjusting osnap?
