That would be classified as assault. It is against the law to do so. You have broken a law and in turn will get punished for it.
Now if someone is smoking and you come up to them and dont like it, you cant do anything aobut it. As long as they are smoking in an area classified as legal to smoke in they have the right to do it. If you hate smoking that much you simply can walk around them.
