What lines exactly are you talking about? I'm a little confused. EDIT: Also a link to the tutorial might help as well.

the flow lines. you see next to the girl, there are lines that are kind of more like waves actually. i would circle them and use photoshop but my trial ran out.

EDIT: Alright, well they appear to be part of a brush set, which I have, and also a c4d. That's just what I'm assuming at first glance.

you should have asked me silly lol those lines are actually part of her hoodie which has been liquified and streched out
when you use the pen tool click apply pressure, it helps someties
