NSR is a term that .reK came up with. Like Snudge says, it means New Sig Rate.
A few things that I'd like to point out about your Sig:
Your Render doesn't stand out much. In fact, it looks too dark for the rest of the Sig. Most times, people place a light source that shines on their Render or focal point, so that it becomes a little more pronounced.
Also, to add onto that, your text takes away from the focal point as well. I like what you did with the S and the T there, but your text is still, in my opinion, a bit too blatant; it's screaming, "LOOK AT ME!" when it's really your Render that's screaming into the mic to be looked at.
Basically, make your Render stand out.
Oh, and yes, please do resize it. :]

Not 100% sure. I remember I asked the same question a while back, and reK replied that he made it up, and now everybody just uses it.

This is my first forum *tear* So i didnt know.. my bad if i mislead anyone.
